A question about domestic violence and protection orders?

Hi, this might be kinda long. When I was 16 i met this guy 30 and moved out with him, after i graduated high school i became pregnant and he became controlling and abusive. I knew I had to leave but had no family to go for to help. So i did it alone, and it went badly. He ualted me at my apartment and i called 911 and the police came and took him to jail but they let him out a week later but he was not allowed to be at my apartment under any cirstances, and then he broke in again and asualted me even worse, called 911 when i could and he was arrested. He was supposed to serve 6 months for breaking the rules of his orginal probation by being at my apartment. I then got a restraining order against him. I went to testify against him for the acual ault that happend a couple times but each time the jail forgot to transport him. The last time I went to testify the jail had realeased him early with no notification to me and no looking up that he was due in court that week. They transported him to another jail in which was in another county for other charges. The last time i went to testify I found out that he was taken to the other jail I went down there to make sure they scan for a warrent before releasing him to find out he was released that day because he had "court" to go to and he never showed up. OKAY now to the point. He never got ANY time for the multiple aults and now its free to do whatever but at the same time is still attending court dates at the other countys courthouse... just wonderind if i should just let it go... hes not tyring to contact me anymore thank god... but he never got any jail time for putting me in the hospital what can I do to get the other county to get there act together to arrest this guy and let me have my day in court and my justice? thank you for reading this i know it is long and i thank you for your polite answers
