Do you get more than usual unwanted facial hair after a partial hysterectomy?

What kind of hysterectomy are you talking about? If you only mean the uterus is removed, that will not affect it. If the ovaries are removed and you don't take hormones, you can start growing facial hair. However, if you're over 30, you could be growing it anyway regardless of whether you have a hysterectomy. I had to start plucking my chin after I was 30, and eventually had to do laser hair removal.
