Instead of bringing back ecw..................?

How come wwe didn't just keep Heat and Velocity. That way they can prepare the wwe superstars to go to either raw or smackdown. The superstars on heat could go to raw and the ones on velocity could go to smackdown. Isn't that a better way because the new ecw suck especially with Sucky Swagger as champ!
